(D)     (1) A CLASS B (B.W.L) (TSB) LICENSE MAY NOT BE ISSUED FOR USE BY A
PREMISES OR FOR A LOCATION THAT HAS BEEN LICENSED UNDER ANY CLASS OF
ON-SALE ALCOHOLIC BEVERAGES LICENSE WITHIN 2 YEARS BEFORE THE
APPLICATION FOR THE CLASS B (B. W. L) (TSB) LICENSE IS FILED. (2) THE PROPOSED LOCATION OF A RESTAURANT WITH A CLASS B
(B, W, L) (TSB) LICENSE SHALL COMPLY WITH THE ZONING ORDINANCES OF
BALTIMORE COUNTY. (E)     A CLASS B (B, W, L) (TSB) LICENSE MAY NOT BE TRANSFERRED FROM THE
LICENSED PREMISES OR BE CONVERTED INTO ANY OTHER CLASS OF LICENSE. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2006. It shall remain effective for a period of 5 years and 7 months and, at the
end of December 31, 2011, with no further action required by the General Assembly,
this Act shall be abrogated and of no further force and effect.

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 1063 - Baltimore County - Alcoholic Beverages Licenses - Transfers
into Towson Commercial Revitalization District.
This bill authorizes the Baltimore County Board of Liquor License Commissioners to
authorize the transfer of not more than two beer, wine and liquor (on-sale) licenses
into the Towson Commercial Revitalization District; specifies requirements for
licenses to be transferred; requires a license that is transferred be converted into a
Class B (B,W,L) (TCRD) license; specifies requirements for a Class B (B,W,L) (TCRD)
license and for the restaurant for which a Class B (B,W,L) (TCRD) license is issued;
and provides for the termination of the Act. House Bill 1703, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 1063. Very truly yours,
