provided further that any excess credits under § 11-704 of the Labor and
Employment Article may be carried forward and subject to the limitations under §
11-704, may be applied as a credit for taxable years beginning on or after January 1,
2012. SECTION 6. AND BE IT FURTHER ENACTED, That Section 1 of this Act shall
take effect July 1, 2006.
SECTION 5. 7. 5. AND BE IT FURTHER ENACTED, That, subject to Section

Sections 5 and 6 Section 4 of this Act, this Act shall take effect July 1, 2006, and
shall be applicable to all taxable years beginning after December 31, 2006. Section 1

and, at the end of December 31, 2011 June 30, 2012 December 31, 2011,
with no further action required by the General Assembly, Section 1 of this Act shall be

Annapolis, MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 249 - High Schools - Automated External Defibrillators Program -
Requirements.
This bill requires each county board of education to develop and implement an
automated external defibrillator program that meets requirements in high schools in
the county; requires that a specified automated external defibrillator program
include provisions relating to school-sponsored athletic events; and requires the State
Department of Education, in consultation with specified entities, to adopt
regulations. House Bill 1200, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 249. Very truly yours,
