AN ACT concerning

|
Motor Vehicles - Motor Scooters, Mopeds, and Other Motorized Minibikes
Standards and Requirements Motorized Minibikes - Regulation
FOR the purpose of altering the definition of "motor vehicle" to include motor
scooters, mopeds, and other motorized minibikes, clarifying that a moped is
subject to motor vehicle titling requirements, requiring an application for a
vehicle title for a motorized minibike to include certain information;
establishing a motor vehicle classification for motorized minibikes, requiring the
Motor Vehicle Administration to distribute the registration fees for motorized
minibikes in a certain manner, adding motorized minibikes to the vehicles for
which certain registration plates may be used, repealing provisions of law
establishing and governing the moped operator's permit, establishing driver's
license and learner's instructional permit authorizations for motorized
minibikes, authorizing the State Highway Administration or a local authority to
prohibit the use of a controlled access highway under its jurisdiction by a person
operating a motorized minibike, establishing certain equipment standards for
motorized minibikes, clarifying that motorized minibikes are exempted from
certain equipment standards, prohibiting a political subdivision, in the exercise
of its authority to regulate parking, from adopting or enforcing an ordinance or
regulation that prohibits the parking of more than a certain number of
motorized minibikes in a space served by a single parking meter, defining a
authorizing local authorities to establish a permit program and a permit fee for
motorized minibikes. requiring a person who sells a motorized minibike to
inform the buyer in writing that certain driving restrictions apply, defining
"motorized minibike", repealing a certain definition certain term, making a
stylistic change, and generally relating to motorized minibikes
