(II) EACH MEMBER SHALL RESIDE IN, AND BE ELECTED BY THE
VOTERS OF, THE LEGISLATIVE DISTRICT THAT THE MEMBER REPRESENTS.
(2) (i) The members of the Republican Party Central Committee shall
be elected from each councilmanic district of Baltimore City.
(ii) Two members shall be elected from each councilmanic district.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2006.

AN ACT concerning
Office of Administrative Hearings - Disciplinary Appeals - Additional
Actions
FOR the purpose of authorizing the Office of Administrative Hearings to order
repayment of certain benefits to certain State employees who have won appeals
of certain disciplinary actions; and generally relating to actions taken by the
Office of Administrative Hearings relating to disciplinary actions.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - State Personnel and Pensions
11-110.
(a) (1) Within 10 days after receiving a decision under § 11-109 of this
subtitle, an employee or an employee's representative may appeal the decision in
writing to the Secretary.
(2) An appeal shall state, to the extent possible, the issues of fact and
law that are the basis for the appeal.
(b) Within 30 days after receiving an appeal, the Secretary or designee shall:
(1) (i) mediate a settlement between the employee and the unit; or
