(e) (1) Except as limited by paragraph (2) of this subsection, [and only
within the boundaries eligible for inclusion in the downtown commercial district
authorized by Chapter 604 of the Acts of the General Assembly of 1992 and on
property controlled by the Department of Recreation and Parks of Baltimore City,] a
special traffic enforcement officer has the same authority to control and direct
pedestrian and vehicular traffic under the Maryland Vehicle Law and Baltimore City
ordinances regulating motor vehicles as a police officer UNDER THE FOLLOWING
CIRCUMSTANCES:
(I) DURING REGULAR HIGH TRAFFIC PERIODS; (II) AS NECESSITATED BY AN EMERGENCY SITUATION OR
INCIDENT; AND
(III) IN CONNECTION WITH A SPECIAL EVENT. (2) A special traffic enforcement officer has no power to: (i) issue citations for moving violations other than for a failure to
obey lawful traffic direction or traffic control devices; or (ii) make arrests. (F) EACH SPECIAL TRAFFIC ENFORCEMENT OFFICER SHALL COMPLETE AN
ACCREDITED CONFLICT RESOLUTION TRAINING COURSE IN THE TIME PERIOD
DETERMINED BY THE COMMISSIONER
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2006. Enacted May 26, 2006.
CHAPTER 512 (Senate Bill 243) AN ACT concerning General Assembly - Office of Legislative Audits - Authorized
Representatives and Authorized Work FOR the purpose of authorizing the Legislative Auditor to contract with consultants
as authorized representatives; adding the authorized representatives to all
provisions applicable to employees of the Office of Legislative Audits; clarifying
that performance audits, financial statement audits, and reviews are authorized
work performed by the Office of Legislative Audits; altering a certain
investigation conducted by the Office of Legislative Audits to include resources
rather than funds; repealing the requirement that the Office of Legislative
Audits perform a certain audit of the Maryland-National Capital Park and
Planning Commission at the request of certain officials or the Joint Audit
Committee; clarifying that a certain rating system is based on the results of a - 2555 -
