relating to emergency plans for certain regulated human service facilities. BY adding to Article - Public Safety Section 14-110.1 Annotated Code of Maryland (2003 Volume and 2005 Supplement) SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article - Public Safety 14-110.1. (A) THIS SECTION APPLIES TO NURSING HOMES, ASSISTED LIVING
FACILITIES, RESIDENTIAL FACILITIES FOR CHILDREN, AND OTHER REGULATED
FACILITIES THAT HOUSE THE ELDERLY, FRAIL, DISABLED, INDIVIDUALS WITH
SPECIAL NEEDS, AND CHILDREN WHO ARE DEPENDENT ON THEIR CAREGIVERS. (B) EACH LOCAL ORGANIZATION FOR EMERGENCY MANAGEMENT SHALL
COORDINATE WITH EACH REGULATED FACILITY DESCRIBED IN SUBSECTION (A) OF
THIS SECTION IN THE POLITICAL SUBDIVISION TO ENSURE THAT;
(1) THE REGULATED FACILITY HAS AN EMERGENCY EVACUATION PLAN;
AND (2) THE LOCAL ORGANIZATION FOR EMERGENCY MANAGEMENT HAS A
COPY OF THE REGULATED FACILITY'S EMERGENCY EVACUATION PLAN.
(C) THE LOCAL ORGANIZATION. FOR EMERGENCY MANAGEMENT SHALL: (1) REVIEW THE EMERGENCY EVACUATION PLANS OF THE REGULATED
FACILITIES IN THE POLITICAL SUBDIVISION TO PLAN FOR AND COORDINATE
RESOURCE ALLOCATION TO MEET THE EVACUATION NEEDS OF THE REGULATED
FACILITIES; AND
(2) CONSULT WITH LOCAL FIRE AND EMERGENCY MEDICAL SERVICES
AGENCIES AND PRIVATE AMBULANCE SERVICES TO ENSURE COORDINATION OF
MEDICAL TRANSPORT DURING AN EVACUATION OF A REGULATED FACILITY IN THE
POLITICAL SUBDIVISION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2006.
(A) IN THIS SECTION, "HUMAN SERVICE FACILITY" MEANS A FACILITY
LICENSED BY THE STATE THAT IS: (1) A NURSING HOME, AS DEFINED IN § 19-401 §19-1401 OF THE HEALTH
- GENERAL ARTICLE; (2) AN ASSISTED LIVING FACILITY. AS DEFINED IN § 19-1801 OF THE
HEALTH - GENERAL ARTICLE: - 2412 -
