(C) SUBJECT TO PARAGRAPHS (2) AND (3) OF THIS SUBSECTION, TO
PAY FOR COSTS ASSOCIATED WITH SCHOOL BUILDINGS, INCLUDING RENOVATION,
FACILITIES MAINTENANCE, AND NEW CONSTRUCTION. (2)      AT THE END OF EACH FISCAL YEAR, THE COUNTY COUNCIL SHALL: (A)     REVIEW THE TRANSFER TAX ACCOUNT AFTER ALL BILLS FOR
MAINTENANCE AND DEBT SERVICE FOR THE COUNTY COURT HOUSE HAVE BEEN
PAID; (B)     DETERMINE LOCAL SCHOOL BUILDING NEEDS BASED ON THE
APPROVED 10-YEAR CAPITAL IMPROVEMENT PLAN FOR THE DORCHESTER COUNTY
BOARD OF EDUCATION; AND (C)     DETERMINE THE AMOUNT FROM ANY REMAINING BALANCE IN
THE TRANSFER TAX ACCOUNT TO BE DEDICATED TO SCHOOL BUILDING COSTS. (3)      (A) THE AMOUNT OF TRANSFER TAX REVENUES DEDICATED TO
THE COSTS ASSOCIATED WITH SCHOOL BUILDINGS MAY NOT EXCEED THE AMOUNT
NEEDED TO FUND THOSE COSTS SPECIFIC TO THE NEXT FISCAL YEAR (B) A PUBLIC HEARING SHALL BE HELD BEFORE ANY REVENUES
GENERATED FROM THE COUNTY TRANSFER TAX ARE USED TO PAY FOR COSTS
ASSOCIATED WITH SCHOOL BUILDINGS AS AUTHORIZED IN THIS SUBSECTION. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2006. Approved May 2, 2006.

(House Bill 1562) AN ACT concerning Telephone Companies - Telephone Lifeline Service FOR the purpose of altering and expanding the types of telephone lifeline service that
are available to eligible subscribers; requiring certain telephone companies to
provide telephone lifeline service at the direction of the Public Service
Commission; requiring certain telephone companies to obtain access to certain
information from the Department of Human Resources in a certain manner for
certain purposes; requiring the Commission to conduct a certain study and
report its findings and recommendations to certain committees of the General
Assembly by a certain date: and generally relating to telephone companies and
telephone lifeline service. BY repealing and reenacting, with amendments,
