Provided that all appropriations provided
for program N00G00.03 Child Welfare
Services are to be used only for the
purposes herein appropriated, and there
shall be no budgetary transfer to any
other program or purpose except that
funds may be transferred to program
N00G00.01 Foster Care Maintenance
Payments.
General Fund Appropriation, provided that
$2,000,000 of this appropriation may not
be expended until:
(1) the Department of Human Resources
(DHR) contracts with the Child Welfare
League of America for technical
assistance in developing a methodology
for calculating child welfare
case-to-worker ratios that conforms to
best practices including, but not limited
to, accounting for employee leave usage
and training requirements when
calculating the number of hours per
month child welfare caseworkers and
supervisors can devote to casework:
(2) DHR develops a procedure for applying
the methodology for calculating
case-to-worker ratios that is
verifiable, conforms to generally
accepted accounting procedures, and
addresses the problems identified in
the legislative performance, audit
report issued December 2005 regarding
the comprehensiveness and accuracy of
