Provided that all appropriations provided
for Program N00G00.01 Foster Care
Maintenance Payments are to be used
only for the purposes herein appropriated.
and there shall be no budgetary transfer
to any other program or purpose except
that funds may be transferred to program
N00G00.03 Child Welfare Services.
General Fund Appropriation, provided that
funds appropriated herein may be used to
develop a broad range of services to assist
in returning children with special needs
from out-of-state placements, to prevent
unnecessary residential or institutional
placements within Maryland and to work
with local jurisdictions in these regards.
Policy decisions regarding the
expenditures of such funds shall be made
jointly by the Executive Director of the
Governor's Office for Children, the
Secretaries of Health and Mental
Hygiene, Human Resources, Juvenile
Services, Budget and Management and
