The first order of business was the election of a temporary
presiding officer.
The Honorable Joseph J. Long nominated the Honorable
Frederick C. Malkus, Jr. as temporary presiding officer, which
nomination was seconded by the Honorable B. W. Mike Donovan and
the Honorable Walter M. Baker. There being no further
nominations, the Honorable Frederick C. Malkus, Jr. was
unanimously elected temporary presiding officer.
The Honorable Joseph J. Long and the Honorable Howard A.
Denis were appointed to escort the President Pro Tern to the
Chair.
The Secretary of the Senate then administered the oath of
office to the President Pro Tern.
The next order of business was the election of a permanent
presiding officer. This election was presided over by the
President Pro Tem of the Senate.
The Honorable Thomas V. Miller, seconded by the Honorable
Clarence W. Blount and the Honorable C. Bernard Fowler nominated
the Honorable Melvin A. Steinberg for President of the Senate.
The roll was then called, which resulted in the election of
the Honorable Melvin A. Steinberg of Baltimore County for
President of the Senate.

The Honorable Clarence W. Blount and the Honorable John A.
Cade were appointed to escort the President to the Chair.

BY MAJORITY LEADER:
ORDERED BY THE SENATE OF MARYLAND, That except as provided
otherwise in this Order, the Senate of Maryland for the Special
Session beginning Tuesday, June 21, adopts the Rules of the
Senate as they existed at the close of the Regular Session of
1983:
All introductory bills, joint resolutions and simple
resolutions will be referred to the Senate Committee on Rules.
