HARRY HUGHES, Governor                                           959 (1)  Benefit financially from the holding of any such
bazaar, carnival or raffle; or (2)  Receive or be paid any of the proceeds from any
such carnival, bazaar or raffle for personal use or benefit; (3)  However, a volunteer fire company or bona fide
fraternal, civic, war veterans, religious, or charitable
organization, or corporation may contract by fee or percentage
for professional services in the operation of any carnival,
raffle, or bazaar. (b)  At such carnival, bazaar or raffle, it shall be lawful
to award prizes by such devices as are commonly designated as
paddle wheels, wheels of fortune, chance books or bingo,
provided, that before any such carnival, bazaar or raffle shall
be operated, such group, organization or corporation shall first
obtain from the County Commissioners of Howard County a permit,
which permit shall provide that such carnival, bazaar or raffle
shall be managed and operated only by members of such group,
organization or corporation personally. (c)  The County Commissioners of Howard County are
authorized to adopt and from time to time amend regulations
governing the issuance of such raffle permits, and: (1)  To charge a reasonable fee not to exceed the sum
of $25.00 for each raffle permit; (2)  To require the filing of a statement under oath
at the conclusion of each raffle, carnival or bazaar to be filed
by the organization to whom said permit has been issued; (3)  To regulate the number of permits which may be
issued to a particular organization within the period of each
fiscal year; (4)  To provide for the basis for refusal of a permit
to any organization which has violated the terms of this section
or of the regulations adopted pursuant to it for a period of 1
year; and (5)  To provide the means for the determination of
whether or not a group, organization or corporation is qualified
to obtain a permit under the provisions of this section. (d)  Any person, association or corporation knowingly
operating or attempting to operate a carnival, bazaar or raffle
as authorized by this section in violation thereof, shall upon
conviction, be subject to a fine not exceeding $1,000 or
imprisonment for not more than 1 year or both in the discretion
of the court.]
