(d)  (2) On and after June 1, 1980, the Maryland Racing
Commission, upon the recommendation of the [committee] COMMITTEE,
shall establish guidelines and procedures for Maryland
[standardbred sires stakes] STANDARDBRED SIRES STAKES races to be
run beginning in the calendar year 1983. For any racing year,
standardbred sires eligible for the program will be those sires
registered with the United States Trotting Association and the
[committee] COMMITTEE which have been standing in the State for a
full breeding season. The number of Maryland [standardbred sires
stakes] STANDARDBRED SIRES STAKES races, nomination and
registration procedures, amounts of purses and bonuses and other
conditions and procedures necessary to carry out the intent of
the Maryland Standardbred Sires Stakes Race Program shall be
determined by the Commission upon the recommendations of the
[committee] COMMITTEE. The Maryland Standardbred Sires Stakes
Program Races shall be subject to all of the applicable
provisions of this subsection, except as modified by this
paragraph. 18A. (e)  The track licensee may, but is not required to, add to
any purse offered by the Commission in any ["]Maryland-Bred Fund
race. 23. If any winning ticket bought after June 1, 1957, is not
redeemed for a period of one year, the amount necessary to redeem
the ticket shall be paid to the general funds of the State.
Beginning January 1, 1959, every licensee shall report annually
to the State Comptroller the amount payable to the general funds
of the State under this [subsection] SECTION, for preceding year
ending December 31, and shall remit to the [comptroller]
COMPTROLLER the said amount which shall be credited by the
Comptroller to the general funds of the State. If any licensee
fails to report when any money is due or wilfully or knowingly
renders a report which understates the amount owed under this
[subsection] SECTION, the license of said licensee shall be
revoked. Any licensee whose license is revoked under this
[subsection] SECTION shall be ineligible to hold a license for a
period of one year after revocation. 28. (a) Notwithstanding any other provisions of this article,
racing may not be conducted on any Sunday at any tracks licensed
under the provisions of § 7 or § 15 of this article. Article 81 - Revenue and Taxes 2. As used in this article:
