HARRY HUGHES, Governor
by it during the year, shall retain for its own use 1 percent of
all money wagered, to be expended equally upon increased purses
and physical improvements to its racing facilities, as approved
by the [harness racing board] HARNESS RACING BOARD. In calendar
years 1981, 1982, 1983, and 1984 only, each licensee subject to
the provisions of this subsection shall retain for its own use an
additional sum equal to .75 percent of all money wagered to be
used, with the approval of the [harness racing board] HARNESS
RACING BOARD, for purses and to pay the cost of track
maintenance, physical improvements, personnel-related expenses,
and to ensure the maintenance of proper living conditions in the
backstretch. (d) (3) The purpose for which all allocations are made, as
provided for under the provisions of this subsection, shall be
subject to the approval of the [harness racing board] HARNESS
RACING BOARD. 17A. (c) The Maryland Standardbred Race Fund [advisory
committee] ADVISORY COMMITTEE, under jurisdiction of the Maryland
Racing Commission, is established and shall be a part of the
Department of Licensing and Regulation. The [committee] COMMITTEE
shall consist of five members to be appointed by the Commission,
with the approval of the Secretary of Licensing and Regulation,
by June 1 of each year. The [committee] COMMITTEE shall be
selected as follows: Two members shall be nominated by the
chairman of the [harness racing board] HARNESS RACING BOARD, one
who shall be another member of the Commission, and the other who
shall be a representative of a harness track licensee. One
member each shall be nominated by the Maryland Breeders
Association, Inc., the Maryland Harness Horsemen's Association,
Inc., and the Cloverleaf Standardbred Owners Association, Inc.
Each of these members shall be selected by a majority vote of the
members of the respective associations. The other member of the
[harness racing board] HARNESS RACING BOARD nominated by the
chairman of that [board] BOARD shall serve as chairman of the
committee. If any of the members other than the two members
nominated by the chairman of the [harness racing board] HARNESS
RACING BOARD have not been nominated by June 1 of any year, the
Commission, with the approval of the Secretary of Licensing and
Regulation, shall make these nominations. Each member of the
[committee] COMMITTEE shall be a resident of the State. The term
of office for each [committee] COMMITTEE member will be one year
and no member, with the exception of the chairman, may serve more
than two consecutive complete terms. The [committee] COMMITTEE
shall assist and advise the Commission in administering the
Maryland Standardbred Race Program and Standardbred Sires Stakes
Program as part of the Maryland Standardbred Race Fund. The
members of the [committee] COMMITTEE shall receive no
compensation for their services as members, but shall be
reimbursed for expenses incurred while engaged in the performance
of their duties, in accordance with the standard travel
regulations.
