(3) Any vacancies occurring in any term OF A MEMBER
OF THE COUNCIL shall be filled by the Governor's appointment with
the advice of the Secretary of Licensing and Regulation for the
remainder of the term. The members shall be compensated on a per
diem basis as set forth in the annual State budget from time to
time, and they shall be allowed reasonable expenses for travel in
accordance with the standard travel regulations.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

FOR the purpose of authorizing the State Board of Dental
Examiners to reprimand licensed dentists in addition to
other penalties.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Health Occupations
4-316.
(a) If after a hearing under § 4-317 of this subtitle the
Board finds that there are grounds under § 4-314 of this subtitle
to suspend or revoke a general license to practice dentistry, a
limited license to practice dentistry, or a teacher's license to
practice dentistry, OR TO REPRIMAND A LICENSED DENTIST, the Board
may impose a penalty not exceeding $5,000:
(1) Instead of suspending the license; or
