the Office.] He shall receive the salary provided in the State
budget.
(c) The Office[, Advisory Committee, and children's
councils] shall have the assistants, FISCAL ANALYSTS,
consultants, and employees provided in the State budget.
2.
(a) The Advisory Committee is a part of the Office for
Children and Youth and exercises the powers and duties specified
in this [article] SECTION.
(b) The Governor shall appoint an advisory committee which
shall consist of:
(1) The Secretary of Health and Mental Hygiene, the
Secretary of Human Resources, the superintendent of education or
their designees; and
[(2) One representative from each children's
council, a total of 24; and
(3) 12 members appointed.]
(2) ONE REPRESENTATIVE FROM EACH COUNTY AS FOLLOWS:
(I) IN A COUNTY THAT HAS A CHILDREN'S COUNCIL
AS PROVIDED IN THIS ARTICLE, THE REPRESENTATIVE SHALL BE
NOMINATED BY THE COUNCIL FROM AMONG ITS MEMBERS.
(II) IN A COUNTY THAT DOES NOT HAVE A
CHILDREN'S COUNCIL, THE GOVERNOR SHALL APPOINT A RESIDENT OF THE
COUNTY WHO HAS AN INTEREST IN, AND A SENSITIVITY TOWARD, THE
NEEDS OF CHILDREN.
(c) Of the members [initially] appointed IN 1983 :
(1) [12] 8 shall serve for a term of [one] 1 year;
(2) [12] 8 shall serve for a term of [two] 2 years;
and
(3) [12] 8 shall serve for a term of [three] 3 years.
(d) After the expiration of the initial term, members are
appointed for a term of [three] 3 years.
(C) THE TERMS OF MEMBERS ARE STAGGERED AS REQUIRED BY THE
TERMS OF MEMBERS SERVING ON JULY 1, 1983.
(D) MEMBERS ARE APPOINTED FOR A TERM OF 3 YEARS.
(E) THE GOVERNOR ANNUALLY SHALL DESIGNATE 1 OF THE MEMBERS
TO SERVE AS CHAIRMAN OF THE ADVISORY COMMITTEE.
