HARRY HUGHES, Governor
a service to students, faculty or staff at any of the public
UNIVERSITIES AND colleges under the direction and control of the
board of trustees of the State UNIVERSITIES AND colleges; such
facilities shall include (but shall not be limited by type or
class or otherwise to) housing facilities, eating facilities,
student union or activity facilities or any combination of such
facilities. 12B. In order to provide auxiliary facilities for the public
UNIVERSITIES AND colleges under its direction and control, the
board of trustees of the State UNIVERSITIES AND colleges is
hereby authorized and empowered, from time to time: (a)  To acquire, construct, reconstruct, renovate, equip,
maintain, repair and operate one or more auxiliary facilities; (b)  To issue revenue bonds of the board of trustees for the
purpose of paying all or any part of the cost of any one or more
of said auxiliary facilities; (c)  To fix and revise, from time to time, fees, rents and
other charges for the use of any auxiliary facility. The Board
may establish a trust fund with the moneys collected from any
[dormitory bed assessment] AUXILIARY FACILITY fees which may be
imposed pursuant to this subsection, and retain the interest
revenue thereon, for the purpose of [constructing auxiliary
facilities at the State universities and colleges] ACQUIRING,
CONSTRUCTING, RECONSTRUCTING, RENOVATING, EQUIPPING, MAINTAINING,
AND REPAIRING, AND OPERATING AUXILIARY FACILITIES; (d)  To acquire, hold and dispose of real and personal
property in the exercise of its powers and the performance of its
duties under §§ 12A-12J, inclusive of this subtitle; (e)  To make and enter into all contracts and agreements
necessary or incidental to the performance of its duties and the
execution of its powers under §§ 12A-12J, inclusive, of this
subtitle, and to employ consulting engineers, attorneys,
construction and financial experts and such other employees and
agents as may be necessary in the opinion of said board of
trustees and to fix their compensation; provided that all such
acts and agreements shall be payable solely from the proceeds of
revenue bonds issued under the provisions of §§ 12A-12J,
inclusive, of this subtitle, or from funds otherwise provided; (f)  To receive and accept from the United States of America
or any agency thereof grants for or in aid of the construction of
any auxiliary facility or any part thereof, and to receive and
accept aid or contributions from any source of either money,
property, labor or other things of value, to be held, used and
applied only for the purposes for which such grants and
contributions may be made;
