SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 64A - Merit System
9U.
(A) CONTRACTUAL EMPLOYEES OF THE CHILD SUPPORT ENFORCEMENT
AND FOOD STAMP PROGRAMS OF THE INCOME MAINTENANCE ADMINISTRATION
OF THE DEPARTMENT OF HUMAN RESOURCES, OR OF LOCAL DEPARTMENTS OF
SOCIAL SERVICES WHO HAVE HAD 18 MONTHS OF CONTINUOUS FULL-TIME
SATISFACTORY SERVICE AS OF JULY 1, 1983 ARE TRANSFERRED, WITHOUT
FURTHER EXAMINATION OR QUALIFICATION SUBJECT TO SUBSECTION (B) OF
THIS SECTION, TO THE STATE CLASSIFIED SERVICE.
(B) PRIOR TO APPOINTMENT TO A CLASSIFIED POSITION, ANY
EMPLOYEE PROPOSED FOR TRANSFER UNDER THIS ACT MUST FIRST:
(1) PASS THE APPROPRIATE MERIT SYSTEM TEST FOR THAT
CLASSIFICATION; AND
(2) RECEIVE A FAVORABLE RECOMMENDATION BY THE
SECRETARY OF HUMAN RESOURCES.
(B) (C) EMPLOYEES ADOPTED TRANSFERRED INTO THE STATE
CLASSIFIED SERVICE UNDER THIS SECTION SHALL:
(1) BE GIVEN CREDIT FOR THEIR YEARS OF SERVICE
RENDERED FOR THE DEPARTMENT OF HUMAN RESOURCES OR FOR LOCAL
DEPARTMENTS OF SOCIAL SERVICES FOR THE PURPOSES OF ESTABLISHING
(I) COMPENSATION RATES, INCLUDING LONGEVITY STEPS; AND (II) THE
BASIC RATES FOR EARNING ANNUAL LEAVE; AND (III) SENIORITY RIGHTS
PURSUANT TO § 35 ON THE SAME BASIS AS REGULAR EMPLOYEES;
(2) UPON INCLUSION, PARTICIPATE IN THE STATE PENSION
SYSTEM TO THE SAME EXTENT AS REGULAR EMPLOYEES; AND
(3) RECEIVE NO DIMINUTION IN COMPENSATION SOLELY AS A
RESULT OF THIS TRANSFER.

SECTION 2. AND BE IT FURTHER ENACTED, That the provisions
of this Act shall apply only to those positions proposed for
conversion to the State classified service in the Fiscal Year
1984 Governor's Allowance Budget.

|
|
|
|
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.
|
