medical, engineering, scientific, educational or expert training
and qualifications; (13)   [all] ALL registrars and librarians designated
as holding faculty rank by the respective boards of trustees of
the State teachers' colleges, St. Mary's College, Morgan State
College and the University of Maryland and the business manager
at Morgan State College; (14)   [all] ALL teachers, principals, directors of
education and supervisors of vocational education on the staffs
of Boys' Village of Maryland, Maryland Training School for Boys,
Montrose School, Victor Cullen School, and any and all other
institutions which are under the supervision, direction, control
and general management of the State Juvenile Services
Administration; (15)   [any] ANY position that, under Subtitle 5A of
Title 2 of the Courts and Judicial Proceedings Article, is
subject to the personnel merit system for the Circuit Court for
Baltimore City; and (16)   [all] ALL positions the annual salary for which
does not exceed the sum of six hundred and fifty dollars ($650)
per annum. 4. The following positions and places shall not be included in
the classified service[, namely]: (1)   [all] ALL employees of the State Board of
Cosmetologists, including the secretary, chief inspector,
inspectors and investigators, but not including the principal
clerk, the senior stenographer, the typist, and the two clerks; (2)   [the] THE credential secretary and statistician
of the State Department of Education; (3)   [the] THE assistant wardens, assistant deputy
wardens, chaplains and consulting physicians employed by the
Maryland House of Correction; (4)   [the] THE physicians employed by the State
Insurance Department; (5)   [all] ALL employees of the State Law Library; (6)   [the] THE physicians on THE staff of [the State
Teachers' College at] Towson STATE UNIVERSITY; (7)   [the] THE assistant wardens, consulting
physicians and chaplains of the Maryland Penitentiary; (8)   [the] THE shorthand reporter of the Public
Service Commission;
