48 LAWS OF MARYLAND
Governor shall have power to remove them at any time upon written
charges, after notice and hearing. Each board shall have the
right and authority to procure an official seal with which to
authenticate its official papers and documents. 23-2. No petition for the election of a charter board, under the
provisions of Article [XIA] XI-A of the Constitution of Maryland,
title "Local Legislation," shall be accepted or filed by any
board, unless all of the signatures attached to any such petition
shall have been written thereon by the signers within six months
of the date when such petition is presented to the board. In
signing any such petition every signer thereto shall place to the
right of his or her name as and when signed, the date of such
signature in his or her own handwriting. No action therein shall
be taken by any board unless all petitions are filed within six
months of the date of the first affidavit. Article 40 - General Assembly 28. The Legislative Policy Committee has the following
functions: (8) To carry out the powers and duties of the
Legislative Policy Committee under the Program Evaluation Act, as
provided in Article 41, [§]§ 484 et seq. of the Code. 81. (b) The chairman of an investigating committee, if present
and able to act, shall preside at all hearings of the committee
and shall conduct the examination of witnesses or supervise
examination by other members of the committee, and members of the
committee's staff who have been authorized to examine witnesses.
In the chairman's absence or disability, the vice-chairman shall
serve as presiding officer. The committee shall provide by its
rules for the selection of a presiding officer to act in the
absence or disability of both the chairman and vice-chairman.
The chairman and vice-chairman may be appointed by the resolution
or law creating the committee or, if [not] NOT, by a majority
vote of all the members of the committee. 110. (a) By   June 1 of each year the Legislative Policy Committee shall create   a Spending Affordability Committee comprised of an equal number   of senators and delegates. The committee membership
includes: (1) The President of the Senate and the Speaker of
the House of Delegates;
