AN ACT concerning

FOR the purpose of affording an individual or his heirs, or
a corporation or other legal entity the first right to reacquire
property which has been declared to be surplus when said property
had been originally acquired from said landowner; and to exempt
from the need for Council approval property less than 5,000
square feet which cannot be developed.
