order to adopt the latest version of the Howard County Plumbing
and Gasfitting Code; to clarify County law concerning the
County's authority in plumbing matters, licensing, the issuance
of permits; and to re-establish the Plumbing Code Advisory
Committee as the Plumbing Advisory Board and providing for its
terms, membership and duties.
