disclosure of confidential information; requiring certain persons
to file certain financial disclosure statements with the
commission; providing for enforcement and criminal penalties for
certain violations and generally relating to the regulation,
control and subject matter of conflicts of interest, financial
disclosure, lobbying disclosure and ethical conduct of county
officials in accordance with the requirements of Article 40A,
Title 6 of the Annotated Code of Maryland.
