AN ACT concerning
Contract Procedure - Purchasing
FOR the purpose of amending the Baltimore County Charter by
increasing the limit on small purchases which do not require
certification by the Director of Finance and providing that such
limit may be increased by legislative act of the County providing
that the dollar limit on small purchases which do not require
certification by the Director of Finance may be changed by
legislative act of the County Council; by providing that
manufacturers equipment maintenance agreements and contracts for
services which have been competitively bid do not require council
approval; to eliminate the written announcement prior to
competitive and noncompetitive negotiations; and to raise the
dollar amount of contracts requiring competitive bidding and
providing that such amount may be increased changed by
legislative act of the County Council.

FOR the purpose of repealing the authorization in the Zoning
Regulations for an office or studio as a matter of right as an
accessory use in a primary residence in the R.C. 5 zones of the
County for professional persons.
