ANNE ARUNDEL COUNTY 2945
amendments, Article IV, "The County Executive Section 405(e),
(f), (j), (k), (1), and (m), "Powers and Duties of the Office";
by repealing and reenacting, with amendments, Article V, "The
Executive Branch", Section 522, "Duties of Office", Section 535,
"General powers and duties", subsection (b), "Other Authority of
Zoning Hearing Officer", and Section 547, "Functions and Duties
of the Fire Department"; by adding new Section 522A, "Office of
Emergency Management", to Article V, "The Executive Branch"; by
repealing and reenacting, with amendments, Article VII,
"Budgetary and Fiscal Procedures", Section 706, "Submission and
Contents of the County Budget", subsection (a), "Contents of the
Current Expense Budget", and Section 710, "Reproduction of
budget, etc.", subsection (c), "Tax Levy and Balanced Budget";
by repealing and reenacting, with amendments, Article VIII,
"Merit System", Section 808, "Grounds for Removal of Permanent
Employee"; by repealing and reenacting, with amendments, Article
X, "Miscellaneous", Section 1002A(b)(l), "Public Disclosure", and
Section 1011, "Custody of Papers and Records"; by repealing
Article X, "Miscellaneous", Section 1014, "Abolition of Certain
Boards, Commissions and Offices"; by adding new Section 1011A,
"Publication and Distribution of Charter", and new Section 1014,
"Construction of Local Governing Body"; to make throughout the
Charter technical and corrective changes and changes in style and
organization; to remove certain obsolete and unnecessary language
from the Charter and to clarify provisions; to state expressly
that certain procedures and restrictions apply to any bill that
levies a tax to fund the Annual Budget and. Appropriation
Ordinance; to restate and to clarify certain powers and duties of
the County Executive; to amend, in conformance with State
legislation, provisions relating to the Office of Emergency
Management and to its director; to state expressly that the Fire
Department's responsibilities include providing emergency medical
services; to provide for the publication and distribution of the
Charter; to establish a rule of construction regarding the term
"local governing body" and similar language; to generally provide
for technical changes in and clarification of the Anne Arundel
County Charter; and to submit these amendments to the qualified
voters of Anne Arundel County, Maryland for their adoption or
rejection. Approved July 19, 1982.
Bill No. 73-82 AN ORDINANCE pursuant to proposals of the Anne Arundel
County Charter Revision Commission regarding budgetary, fiscal,
and purchasing procedures; to amend the Charter of Anne Arundel
County, Maryland, by repealing and reenacting, with amendments,
Article III, "The Legislative Branch", Section 312, "Independent
Audit", and Section 313, "Special Audits"; by repealing and
reenacting, with amendments, Article VII, "Budgetary and Fiscal
Procedures", Section 711(a), "Transfer of Appropriations",
