RESOLUTION NO. R 82-3
WHEREAS, petitions have been presented to The Mayor and
Common Council of Westminster to enlarge the corporate boundaries
of the City by the annexation of land adjoining and contiguous to
the existing corporate boundaries; and
WHEREAS, the President of the Council has caused to be made
a verification of the signatures upon said petition and has
ascertained that the persons signing the petitions represent at
least twenty-five per centum (25%) of the persons who reside in
the area to be annexed, and who are registered voters in county
elections in the precinct or precincts in which the territory to
be annexed is located, and the owners of at least twenty-five per
centum (25%) of the assessed valuation of the real property
located in the area to be annexed.

WILLARDS

RESOLUTION by the COMMISSIONERS
Resolution by the Commissioners of Willards, Maryland to
repeal their present charter and enact in lieu thereof a new
charter, and said new charter being substantially the Municipal
Corporation Charter contained in Article 23B of the Annotated
Code of Maryland, title, "Municipal Corporation Charter".
Recital
The Commissioners of Willards have reviewed the present
charter of the Town of Willards, and such review has determined
that:
1. There are many mistakes in the present charter which
need to be corrected.
2. There are many sections in the present charter which
need to be amended in keeping with good government.
3. There are many additions which need to be made to the
present charter to protect the rights of the people and conform
with State Laws.
