2890 MUNICIPAL CHARTERS
A RESOLUTION TO AMEND THE CHARTER OF THE CITY OF LAUREL BY THE ADDITION THERETO OF SECTION NO. 212, ENTITLED FIRST 1981 ANNEXATION, PROVIDING FOR THE ANNEXATION OF CERTAIN PROPERTY ON MARYLAND ROUTE 197 KNOWN AS THE LAUREL PINES COUNTRY CLUB, AND FOR THE PLACING OF SAID PROPERTY IN THE PLANNED UNIT DEVELOPMENT ZONE. Sponsored by the President at the request of the Administration. WHEREAS, there presently exists, on Route 197, the property
known as the Laurel Pines Country Club, which is owned and
operated by Laurel Pines, Inc.; and WHEREAS, the aforesaid land consists of 257 acres, more or
less, abutting the southeastern boundary of the City of Laurel in
Prince George's County; and WHEREAS, it is the desire of the Mayor and City Council of
Laurel, Maryland (hereinafter referred to as "the City") to
provide for an appropriate use of the land while preserving a
maximum portion of the aforesaid property in open space and
protecting the portion of the property located within the flood
plain of the Patuxent River; and WHEREAS, in order to accomplish this and it is believed that
it would be in the best interest of the City to annex the land
which is contiguously located outside the corporate limits of the
City in Prince George's County; and WHEREAS, Laurel Pines, Inc., being the sole owner of the
property has consented to this annexation, subject to the
property being placed in the planned unit development zone and
express approval of the County Council of Prince George's County
to the proposed zoning classification; and WHEREAS, Laurel Pines, Inc. has requested and the City
agrees that certain tax abatements are appropriate in light of
the substantial development costs to be incurred by Laurel Pines,
Inc. in improving the golf course and open space areas and the
provision of public facilities to serve the general area as well
as the proposed development; and WHEREAS, there are no residents or registered voters in the
area described therein to be annexed nor are there any owners of
the property other than Laurel Pines, Inc.; and WHEREAS, it is believed it would be appropriate to place the
said property in the "Planned Unit Development Zone" at the time
of its annexation. [Section 212 of the Charter of the City of Laurel, Prince
George's County, repealed and reenacted, with amendments. Effective Date April 12, 1982]
