Special Fund Appropriation,
provided that it is the intent of
the General Assembly that the
following restrictions apply to
this appropriation:
(1) no funds shall be expended
for this purpose until the
Secretary of Transportation
certifies to the Budget
Committees that (a) it is
technically impossible to
implement the planned staggered
registration in time for
implementation of vehicle
emissions inspection
enforcement procedures and (b)
that the planned windshield
sticker enforcement method for
emissions inspections is an
effective enforcement tool;
(2) no funds provided for this
purpose shall be used for
sticker disbursement to
non-inspection subdivisions;
(3) any unexpended funds
provided for this purpose under
the contractual services object
of expenditure shall not be
expended for any other object
of expenditure and shall revert
to the Transportation Trust
Fund; and
(4) any federal funds received
for this purpose shall be used
to supplant the State funds
contained in this appropriation
and any unexpended State funds
for this purpose shall revert
to the Transportation Trust
