NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, PURSUANT
TO THE POWERS VESTED IN ME BY ARTICLE II, SECTION 16 AND
ARTICLE III, SECTION 14 OF THE CONSTITUTION OF MARYLAND, DO
HEREBY PROCLAIM AND CONVENE A SPECIAL AND EXTRAORDINARY
SESSION OF THE GENERAL ASSEMBLY OF MARYLAND TO COMMENCE AT
10:00 A.M. ON FRIDAY, AUGUST 6, 1982 IN THE STATE CAPITOL IN
THE CITY OF ANNAPOLIS FOR THE PURPOSE OF MODIFYING EXISTING
LAW TO PREVENT THE LOSS OF UNEMPLOYMENT INSURANCE BENEFITS
TO MARYLAND CITIZENS WHO HAVE EXHAUSTED THEIR REGULAR
UNEMPLOYMENT INSURANCE BENEFITS.

PROCLAMATION OF NOVEMBER 30, 1982
PROCLAMATION DECLARING THE RESULT OF THE ELECTION OF
NOVEMBER 2, 1982 FOR CONSTITUTIONAL AMENDMENTS
WHEREAS, the General Assembly of Maryland at its January Session
of 1982 enacted five Acts proposing amendments to the
Constitution of Maryland to be submitted to the voters at
the next General Election, to wit: Chapter 321, relating to
the removal of a gender specific reference for imprisonment
for debt; Chapter 600, relating to revenue anticipation
notes; Chapter 729, relating to the composition of County
Council of Montgomery County; Chapter 739, relating to debts
and extensions of credit in Baltimore City; Chapter 849,
relating to local government and referendum petitions.
WHEREAS, the said above recited Acts and each of them, and
Article XIV of the Constitution, provide for the submission
of the same to the legal and qualified voters of the State
for their adoption or rejection, at the election to be held
on November 2, 1982; and
WHEREAS, at the election held on the day and date set forth, the
said Acts and each of them were so submitted to the legal
and qualified voters of the State and from the certified
copies of the returns thereof, duly filed with me as
directed by the Constitution and Laws of the State, it
appeared that:
For the adoption of Chapter 321, (Question No. 1) as aforesaid,
514,402 votes were cast, and against the adoption thereof,
185,391 votes were cast; and
For the adoption of Chapter 600, (Question No. 2) as aforesaid,
428,295 votes were cast, and against the adoption thereof, 261,
238 votes were cast; and
