Dear Secretary Massinga:
In accordance with Article 41, Section 15CB of the Annotated
Code, I hereby approve the reorganization of the Social Services
Administration* proposed in the letter from the Department of
Human Resources dated December 27, 1982. This approval extends
only to the structural aspects of the proposal. Specific
personnel or budgetary items remain, of course, subject to the
normal administrative processes.
I share your view that this new reorganization will increase
the managerial effectiveness and efficiency of the Social
Services Administration in the Department of Human Resources.

Dear Governor Hughes:
Executive Order 01.01.1980.03, which was approved by the
General Assembly in 1980, established an Income Maintenance
Administration (IMA) separate from the Social Services
Administration (SSA) in the Department of Human Resources. The
purpose of this separation was to improve the management and
oversight of both the public assistance and social services
programs. In February 1982 a detailed reorganization plan was
approved for SSA. That plan created five offices within SSA
reporting to the Executive Director. These offices were the
Office of Child Welfare, the Office of Adult and Family Services,
the Office of Day Care, the Office of Administrative Services and
the Office of Program Support.
