(B) THIS SECTION SHALL BE IN EFFECT FOR SO LONG AS THE
COMMONWEALTH OF VIRGINIA HAS IN FORCE SIMILAR LEGISLATION
AUTHORIZING LEGALLY CONSTITUTED AUTHORITIES OF MARYLAND TO PURSUE
AND MAKE ARRESTS IN VIRGINIA FOR VIOLATIONS OF THE LAWS OF
MARYLAND.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 315.
This bill directs the Department of Natural Resources to
annually assess a surcharge on any nonresident applicant for any
commercial fishing and crabbing license issued by the Department.
House Bill 373, which was passed by the General Assembly and
signed by me on May 31, 1983, is a comprehensive consolidation of
licensing requirements for tidal fishing under Title 4 of the
Natural Resources Article and accomplishes the same purpose of
adding a new Section 4-701(d)(2) of the Natural Resources
Article. Therefore it is not necessary for me to sign House Bill
315.
