Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 640.
This bill provides that it is unlawful for an aircraft
towing a promotional advertisement to operate at an altitude
below the minimum safe altitude specified by applicable federal
aviation regulations over any public or private sporting arena in
Baltimore City.
House Bill 818, which was passed by the General Assembly and
signed by me on May 31, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign Senate Bill 640.

AN ACT concerning
Baltimore City - Aircraft Altitude
FOR the purpose of altering substituting federal aviation
regulations governing the use of certain navigable airspace
for certain minimum altitude and distance requirements
relating to the area through which aircraft may not tow an
advertisement for promotional purposes over any public or
private sporting arena in Baltimore City; and generally
relating to altitude and distance requirements for airplanes
towing advertisements for promotional purposes over any
public or private sporting arena in Baltimore City.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
