SUPPORTING FACILITIES AND SERVICES THAT THE COUNTY PROVIDES FOR
THE PRIVATE DEVELOPMENT THAT IS NOT RELATED TO AVIATION ON
STATE-OWNED LAND AT BWI AIRPORT; AND
(2) TO ELIMINATE ANY COMPETITIVE ADVANTAGE THAT BWI
AIRPORT MIGHT HAVE OVER PRIVATE PROPERTIES IN ATTRACTING NEW
DEVELOPMENT OR CONSTRUCTION.
(C) TO FURTHER THE INTENT OF THIS SECTION, THE STATE
AVIATION ADMINISTRATION SHALL DEFINE AT THE EARLIEST POSSIBLE
TIME WHAT CONSTITUTES PRIVATE DEVELOPMENT THAT IS NOT RELATED TO
AVIATION ON STATE-OWNED LAND AT BWI AIRPORT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 616.
This bill would allow the court to order individuals on work
release in Anne Arundel County to pay the State for services
rendered by the Public Defender.
House Bill 1307, which was passed by the General Assembly
and signed by me on May 31, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign Senate Bill 616.
