Advisory Council on Prevailing Wage Rates by a majority vote of
the Council. The bill also specifies the term of the Chairman
and eligibility for election.
Senate Bill 280 conflicts with Chapter 199 of the Acts of
the General Assembly of 1983 (House Bill 310), which was signed
by me on May 10, 1983. Chapter 199 provides for the appointment
of a Chairman of the Advisory Council on Prevailing Wage Rates by
the Governor and also specifies the term and eligibility for
reappointment. Since the provisions of Senate Bill 280 differ
from Chapter 199, I have decided to veto Senate Bill 280.

AN ACT concerning
Prevailing Wage - Contracts for Public Works -
Appointment of Chairman
FOR the purpose of providing for the appointment by the Governor
election of a chairman of the Advisory Council on Prevailing
Wage Rates by a majority vote of the Council; and specifying
the term and eligibility for reappointment election of the
chairman of the Advisory Council on Prevailing Wage Rates.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 21 - Procurement
8-513.
(d) Appointed members of the Council shall serve terms of 3
years except as hereinafter provided and shall be eligible for
reappointment. Of the members first appointed, the two selected
from the general public shall serve terms of 2 years each; one
management member and one labor member shall serve a term of 1
year each; and the other two shall serve a term of 3 years each.
THE GOVERNOR SHALL APPOINT A MEMBER OF THE ADVISORY COUNCIL ON
PREVAILING WAGE RATES AS CHAIRMAN WHO SHALL SERVE IN THAT
CAPACITY FOR 1 YEAR FROM DATE OF APPOINTMENT AND QUALIFICATION
