AND RESIDENTS OF THIS STATE.
(3) OF THE 7 BOARD MEMBERS:
(I) 3 SHALL BE MARYLAND CERTIFIED PUBLIC
ACCOUNTANTS ENROLLED UNDER § 11 OF THIS ARTICLE TO PRACTICE AS
CERTIFIED PUBLIC ACCOUNTANTS;
(II) 2 SHALL BE CONSUMER MEMBERS;
(III) 1 SHALL BE A FULL-TIME PROFESSOR OF
ACCOUNTING WHO TEACHES AT AN ACCREDITED COLLEGE AND WHO HOLDS A
MARYLAND CERTIFICATE OF PUBLIC ACCOUNTANCY; AND
(IV) 1 SHALL BE A PRACTICING ATTORNEY WHO IS IN
GOOD STANDING WITH THE COURTS OF THIS STATE AND WHO MAY NOT BE A
CERTIFIED PUBLIC ACCOUNTANT.
(4) EACH OF THE 7 BOARD MEMBERS SHALL HOLD OFFICE FOR
A TERM OF 3 YEARS.
SECTION 2. AND BE IT FURTHER ENACTED, That the initial
consumer members of this Board shall be appointed by July 1,
1984, and that one shall serve a term of 1 year, to end June 30,
1985, and the other a term of 2 years, to end June 30, 1986.
Either of the initial consumer members may be reappointed for
full terms.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 104.
This bill increases the penalty for homicide by motor
vehicle while intoxicated.
House Bill 341, which was passed by the General Assembly and
signed by me on May 24, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign Senate Bill 104.
