2290 JOINT RESOLUTIONS
(6) To investigate those policies of the Federal
Energy Regulatory Commission (FERC) which in aggregate tend to
eliminate, rather than emulate, market disciplines, including:
(i) FERC's interpretation of what constitutes
"fraud or abuse";
(ii) Filing, disclosure or certification of
contracts for the purchase of natural gas by jurisdictional
pipeline transmission companies;
(iii) Purchased gas adjustment clause policy;
(iv) Prepayments policy;
(v) Rate design;
(vi) Off-system sales policy; and
(vii) Interstate pipeline affiliate natural gas
production; and be it further
RESOLVED, That the Federal Energy Regulatory Commission is
requested to conduct a public hearing in Maryland on natural gas
pricing policies; and be it further
RESOLVED, That the Executive and Legislative Branches of the
government of the State of Maryland commit themselves to fully
support the Public Service Commission and the People's Counsel
and to provide the resources reasonably necessary to their
advocacy for just and reasonable, competitively established
prices for natural gas; and be it further
RESOLVED, That copies of this Resolution be forwarded to the
Honorable Thomas P. O'Neill, Jr., Speaker of the House of
Representatives, The Capital, Washington, D.C. 20515; the
Honorable Howard H. Baker, Jr., Senate Majority Leader, The
Capital, Washington, D.C. 20515; Frank O. Heintz, Chairman,
Public Service Commission and John K. Keane, Jr., Maryland
People's Counsel, American Building, 231 East Baltimore Street,
Ninth Floor, Baltimore, Maryland 21202; and Charles M. Butler,
Chairman, Federal Energy Regulatory Commission, 825 N. Capitol
Street, N.E., Washington, D.C. 20002.
