2260 JOINT RESOLUTIONS
Commission for Study and Recommendations Study
FOR the purpose of requesting the appointment of a commission
Maryland Health Resources Planning Commission to determine
the current and projected need for family physicians/general
practitioners in the State of Maryland; and providing that
the Commission report its findings by a certain date.
WHEREAS, Family physicians/general practitioners provide the
most cost effective care to the greatest number of patients as
clearly demonstrated by the Manpower Policy for Primary Care
Study of the Institution of Medicine of the National Academy of
Sciences; and
WHEREAS, The most recent national and State medical manpower
statistics, as well as a 1982 University of Maryland study,
demonstrated that while there is a surplus of some medical
specialty physicians, there is still a considerable shortage of
family physicians/general practitioners nationally, and a
shortage in virtually all counties in the State of Maryland, as
well as Baltimore City, with the current State shortage ranging
from 753 to 974 and projected shortages in year 2000 ranging from
972 to 1,193; and
WHEREAS, It is most important that the basic health care of
the people of the State of Maryland be assured; and
WHEREAS, The current and projected production of family
physicians/general practitioners is inadequate to meet the needs
of the State; and
WHEREAS, Many family physicians/general practitioners
currently in practice are nearing retirement age and thus
creating a further shortage; and
WHEREAS, Most physicians remain in the state where they have
received medical school and residency training; and
WHEREAS, It takes 7 years after college to train a family
physician/general practitioner; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor Chairman of the Maryland Health Resources Planning
Commission is requested to appoint a commission conduct a study
to determine the current as well as the projected need for family
physicians/general practitioners in the State of Maryland; and be
it further
RESOLVED, That this commission study shall be conducted in
cooperation with interested practitioners, educators and others
and shall assess the financial resources available and necessary
to provide the appropriate medical school and residency training
in family practice; and be it further
