RESOLVED, That the Governor designate the Chairman of the
Commission; and be it further
RESOLVED, That the World Trade Efforts Commission report its
findings and recommendations to the Governor by December 1, 1984;
and be it further
RESOLVED, That copies of this Resolution be forwarded to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
Melvin A. Steinberg, President of the Senate of Maryland; and the
Honorable Benjamin L. Cardin, Speaker of the House of Delegates.

A House Joint Resolution concerning
World Trade Efforts Commission
FOR the purpose of requesting the establishment of a World Trade
Efforts Commission to study how to develop a State and
private cooperative effort to improve world trade efforts in
Maryland; and requiring the Commission to evaluate the
appropriate role of the State under the federal Export
Trading Act of 1982.
WHEREAS, State governments are expanding their role as
facilities of export expansion; and
WHEREAS, Knowledge of proven techniques to improve world
trade should be circulated among state agencies, state trade
specialists, state and local chambers of commerce, world trade
associations, industry trade associations, and port authorities;
and
WHEREAS, Maryland must develop trade activities tailored to
its own import and export strategies; and
WHEREAS, State trade development problems should focus on
the growing importance of exports to economic development, sales,
jobs, and taxes; and
WHEREAS, The General Assembly's Jobs Initiative Task Force
has recommended that the State Department of Economic and
Community Development more aggresively promote export trading;
