HARRY HUGHES, Governor                                              2209 fiscal, and construction experts and attorneys, and fix their
compensation; (j) Borrow money for any of its corporate purposes
including the power to mortgage or further encumber its property
as security for such loan and issue negotiable bonds as
hereinafter provided in this subtitle; ALL MONEY AND FUNDS OF THE
AUTHORITY MAY BE INVESTED; ALL INTEREST EARNED AND ALL OTHER
INCOME FROM ANY INVESTMENTS SHALL BE CREDITED TO THE AUTHORITY; (k) Receive appropriate gifts, contributions of money,
supplies, goods, and services, or loans thereof, and may accept
appropriations, allotments, and loans of funds from the State of
Maryland, the United States of America, any federal corporation
or agency and any municipal corporation or political subdivision
of the State of Maryland; but the bonds of the Authority shall be
a primary lien upon the revenues of the Authority, and any loan
or appropriation from the federal, State or municipal government
shall be secondary; (1) Exercise any power usually possessed by private
corporations in performing similar functions, which is not in
conflict with the Constitution and the laws of this State; [and] (M) APPLY FOR STATE AND FEDERAL ENTERPRISE ZONE CERTIFICATION AND DESIGNATION, EXERCISE ALL RIGHTS AND RESPONSIBILITIES OF THE ENTERPRISE ZONE PROGRAM; (N) (M) ACQUIRE, CONSTRUCT, MAINTAIN, EQUIP, AND OPERATE
ANY WHARVES, DOCKS, PIERS, QUAYS, AND OTHER STRUCTURES, AND ANY
FACILITIES NECESSARY FOR COMMERCE, INCLUDING THE DREDGING OF
APPROACHES; (O) (N) ADOPT REASONABLE RULES AND REGULATIONS CONCERNING
THE USE OF STREETS, ALLEYS, DRIVEWAYS, DOCKING SLIPS, AND
ESTABLISHING PARKING AREAS ON THE AUTHORITY'S PROPERTY AND
RELATING TO THE SAFETY AND WELFARE OF PERSONS USING THE
AUTHORITY'S PROPERTY, PROVIDED THE RULES AND REGULATIONS ARE MADE
IN ACCORDANCE WITH THE LAWS AND ORDINANCES GOVERNING CITY,
COUNTY, AND LOCAL JURISDICTIONS WHERE THE MARKET AND THE PARK ARE
LOCATED; AND [(m)] (P) (O) Do all things necessary and convenient to
carry out the powers expressly granted by this subtitle. 416. (a) An advisory council is created with the function to
consult with the members of the Authority from time to time. The
council has no vote upon the Authority but may be consulted
regularly or from time to time by the Authority, and, upon the
invitation of the Authority, shall attend meetings of the
Authority, either as a group or individually. The Authority shall
submit to the council all proposals on matters which directly
relate to the operating procedures of the produce market facility
