2200                                             LAWS OF MARYLAND                                         Ch. 674 (2) MINIMUM STUDENT PERFORMANCE STANDARDS FOR
SUCCESSFUL COMPLETION OF THE COURSE; (3)   STANDARDS FOR THE CERTIFICATION OF TRAINING
CENTERS, CLASSROOM INSTRUCTORS, AND LABORATORY INSTRUCTORS; (4)  GUIDELINES FOR PAYMENT OF THE STATE REIMBURSEMENT
TO TRAINING CENTERS; AND (5)   STANDARDS FOR DETERMINING THE ELIGIBILITY OF
INDIVIDUALS TO ENROLL IN THE COURSE. 16-605. (A)  THERE IS A MOTORCYCLE SAFETY PROGRAM ACCOUNT IN THE
TRANSPORTATION TRUST FUND. (B)  THERE SHALL BE DEPOSITED IN THE MOTORCYCLE SAFETY
PROGRAM ACCOUNT, AND DISBURSED IN ACCORDANCE WITH THIS SECTION,
THE FOLLOWING: (1)   $2.50 $5.00 FOR EACH ANNUAL MOTORCYCLE
REGISTRATION FEE COLLECTED UNDER § 13-915(B) OF THIS ARTICLE; (2)   $1.25 $2.50 FOR EACH ANNUAL MOTORCYCLE
REGISTRATION FEE COLLECTED UNDER § 13-915(B) PURSUANT TO §
13-904(B)(2) OF THIS ARTICLE; AND (3)  ALL FEES COLLECTED FOR THE ISSUANCE OF NEW CLASS
E DRIVERS' LICENSES UNDER § 16-111.1(A) OF THIS ARTICLE. (C)  THE ADMINISTRATION IS AUTHORIZED TO AND SHALL AWARD
CONTRACTS OUT OF THE APPROPRIATION TO THE DEPARTMENT FROM THE
MOTORCYCLE SAFETY PROGRAM ACCOUNT TO QUALIFYING MOTORCYCLE SAFETY
TRAINING CENTERS FOR THE CONDUCT OF APPROVED MOTORCYCLE SAFETY
COURSES. (D)  THE FEES DEPOSITED IN THE MOTORCYCLE SAFETY PROGRAM
ACCOUNT ARE NOT SUBJECT TO THE PROVISIONS OF TITLE 8, SUBTITLE 4
OF THIS ARTICLE, ON THE DISPOSITION OF HIGHWAY USER REVENUES. (E)  (1) FROM ITS SHARE OF THE TRANSPORTATION TRUST FUND,
THE DEPARTMENT SHALL PROVIDE IN ITS ANNUAL BUDGET FOR THOSE FUNDS
THAT TOGETHER WITH THE FUNDS CREDITED TO THE MOTORCYCLE SAFETY
PROGRAM ACCOUNT IN THE TRANSPORTATION TRUST FUND, WILL BE
SUFFICIENT TO FUND THE COST OF THE PROGRAM, AT A RATE NOT TO
EXCEED $50 FOR EACH ELIGIBLE PERSON COMPLETING THE COURSE. (2)  THE FUNDS PROVIDED UNDER THIS SECTION SHALL BE IN
ADDITION TO ANY OTHER STATE AID. (3) THE DEPARTMENT SHALL NOT CONTRACT FOR THE
PROVISION OF ANY SERVICES UNDER THIS PROGRAM THE AGGREGATE COSTS
OF WHICH EXCEED THE FUNDS CREDITED TO THE MOTORCYCLE SAFETY
