HARRY HUGHES, Governor                                        2187 [(5) Filling of Vacancies. The entire delegation to
a national party convention shall fill vacancies occurring in the
office of delegate or alternate delegate. (6)] (C) [Post-Presidential Primary] District
Caucuses. [(i)] (1) [If a political party chooses not to elect
delegates to a national convention by means of primary elections,
subsections 12-l(a)(l) through 12-l(a)(5) do not apply; and
district delegates shall be nominated at post-presidential
primary district caucuses to be called by the party chairman in
accordance with the rules of the State central committee.] IF THE
DEMOCRATIC STATE CENTRAL COMMITTEE SELECTS THE CAUCUS ELECTION
METHOD OF DELEGATE SELECTION, SUCH CAUCUS ELECTION SHALL BE
CONDUCTED UNDER THE PROCEDURES ESTABLISHED BY THIS SUBSECTION. [(ii)] (2) In order to assure the eligibility
of delegates for attendance at national party conventions, the
caucuses and the Democratic State central committee shall be
guided by national party rules in their delegate selection
procedures. [(iii)] (3) After selection of the district
delegates the State central committee shall elect PARTY AND
ELECTED OFFICIAL DELEGATES AND at large delegates in accordance
with the [rules of the State central committee] NATIONAL PARTY
RULES: [(7) Conflict with Other Subsections. In the event of
any conflict between this subsection and any other subsection of
this section the other subsection shall prevail.] (D) (1) (I) 1. THE DEMOCRATIC PARTY MAY HOLD A STATE CONVENTION FOR THE PURPOSE OF SELECTING DELEGATES TO THE NATIONAL CONVENTION. IF THE DEMOCRATIC STATE CENTRAL COMMITTEE SELECTS THE STATE CONVENTION METHOD OF DELEGATE SELECTION, SUCH STATE
CONVENTION SHALL BE CONDUCTED UNDER THE PROCEDURES ESTABLISHED BY
THIS SUBSECTION. 2. THE STATE CONVENTION SHALL BE COMPOSED
OF DEMOCRATIC PARTY MEMBERS ELECTED IN THE PRIMARY ELECTION FROM
THE 47 LEGISLATIVE DISTRICTS FROM WHICH MEMBERS OF THE SENATE OF
MARYLAND ARE ELECTED. 3. EXCEPT AS OTHERWISE PROVIDED IN THIS
PARAGRAPH, THE NUMBER OF DELEGATES ELECTED TO THE STATE PARTY
CONVENTION SHALL BE EQUAL TO TWICE THE TOTAL MEMBERSHIP OF THE
GENERAL ASSEMBLY. 4. EACH SENATORIAL DISTRICT SHALL BE ALLOCATED THAT PERCENTAGE OF THE DELEGATES DETERMINED BY DIVIDING
THE NUMBER OF REGISTERED DEMOCRATIC VOTERS IN THE STATE INTO THE
NUMBER OF REGISTERED DEMOCRATIC VOTERS IN THAT DISTRICT, ROUNDED
TO THE NEAREST WHOLE NUMBER.
