RULES" MEANS THE NATIONAL PARTY RULES OF THE DEMOCRATIC PARTY AS
THEY EXIST 90 DAYS BEFORE THE STATE PRIMARY ELECTION WHICH
IMMEDIATELY PRECEDES THE DEMOCRATIC NATIONAL CONVENTION.
[(1)] (B)(1) IF THE DEMOCRATIC STATE CENTRAL
COMMITTEE SELECTS THE DIRECT ELECTION METHOD OF DELEGATE
SELECTION, SUCH DIRECT ELECTION SHALL BE CONDUCTED UNDER THE
PROCEDURES ESTABLISHED BY THIS SUBSECTION.
(2) (B) (1) Election of District Delegates. The
Democratic State central committee shall certify to the State
Administrative Board of Election Laws the number of delegates to
be elected in a primary election to the national convention from
each congressional district.
(3) (2) Not later than [ninety (90)] 90 days prior to
the primary election, the certification shall be made in
accordance with the rules of the national and State Democratic
parties.
(4) (3) With the written permission of a presidential
candidate filed with the State Administrative Board of Election
Laws at least [fifty-three (53)] 53 days prior to the primary
election, a candidate [may] SHALL have placed adjacent to his
name on the ballot the name of a presidential candidate OR THE
WORD "UNCOMMITTED".
[(2)] (5) (4) Election of At-Large Delegates. After
the election of the district delegates in accordance with [§
12-l(a)(l), those elected district delegates from any national
political party shall meet in convention not more than 21 days
after that election at a time and place to be designated by the
State party chairman who shall act as chairman of the convention.
The elected district delegates shall elect, as "At-Large
Delegates," the remainder of delegates allotted to Maryland by
the respective national party committee and not elected under §
12-l(a)(2). Notwithstanding the aforegoing provisions of this
subsection, the Democratic State central committee shall meet in
convention not more than twenty-one (21) days after the primary
election and shall elect delegates-at-large to the national
convention in accordance with party rules.] § 12-2(B)(1), THE
PARTY AND ELECTED OFFICIAL DELEGATES AND THE AT-LARGE DELEGATES
SHALL BE CHOSEN ACCORDING TO THE NATIONAL PARTY RULES.
[(3) Ex Officio Delegates. The State central
committee shall designate ex officio delegates, if any, in
accordance with the rules of the national convention.
(4)] (6) (5) Selection of Alternates for Elected
Delegates. [The elected delegation to the national party
convention shall elect the alternate delegates to the
convention.] ALTERNATE DELEGATES SHALL BE SELECTED BY PRIMARY ,
CONVENTION, OR COMMITTEE PROCESSES SUBJECT TO THE NATIONAL PARTY
RULES WHICH ARE APPLICABLE TO THE SELECTION OF DELEGATES.
