(4) Design and prepare detailed plans and
specifications for a new prison facility.....
Acquire a site and prepare detailed plans and
specifications for a 1,000 cell
medium security correctional institution.
The Board of Public Works shall review the
Governor's selection of the Staller Tract in
Somerset County using the criteria
establish by the Executive Task Force on
Prison Construction. The Board of Public
Works may not approve the the expenditure of
funds for the new prison complex, except for
the acquisition and non site specific design
and planning, until November 1, 1983. In
approving the expenditure of funds, the Board
shall be limited to the Staller Tract site
designated by the Governor or any other site
in Somerset or Cecil Counties. In making the
site designation, the Board shall apply the
prison selection criteria developed by the
Executive Task Force on Prison Construction.
Acquire land and prepare detailed plans and
specifications for a medium-security
correctional institution containing not more
than 1,500 cells to be located at a site
selected by the Governor. In making the site
designation, the Governor shall give
consideration to the prison selection
criteria developed by the Executive Task
Force on Prison Construction. The Governor
shall report the site selection to the
Legislative Policy Committee prior to
expenditure of funds from the appropriation.
In this paragraph, Section 1(7) of this Act
does not apply.
