regulates exclusively the granting of any special tax credit
based upon the restoration and preservation of structures having
historic or architectural value and the construction of
architecturally compatible new structures located in any historic
district or designated as a landmark pursuant to Article 66B, §
2.12 or §§ 8.01 through 8.15, inclusive, Article 25A, § 5(X) or
(BB), or Article [66D] 28, § 8-101(c) of this Code or pursuant to
the charter powers of Baltimore City, as part of the valuation
and assessment of the property tax imposed upon such real
property in this State.
Article - Courts and Judicial Proceedings
4-401.
Except as provided in § 4-402 of this subtitle, and subject
to the venue provisions of Title 6 of this article, the District
Court has exclusive original civil jurisdiction in:

(9) A proceeding for adjudication of:
(ii) A Commission infraction as defined in
Article [66D] 28, § 5-113 of the Code;
(iii) A zoning violation for which a civil
penalty is provided under Article 66B, § 7.01 or Article [66D]
28, § 8-121(d) of the Code; or
Article - Real Property
3-4A-01.
(e) The clerk shall charge a fee for indexing and recording
a lien under this subtitle as provided in Article [67] 29,
Section 5-2(f) of this Code.

SECTION 4. AND BE IT FURTHER ENACTED, That the publishers
of the Annotated Code of Maryland are directed to renumber any
measures that are enacted by the General Assembly in 1983 to
comport with the intent of this Act.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.
