(House Bill 1235)
AN ACT concerning
Public Works - State Payment of Costs
FOR the purpose of defining the terms "annual operating costs"
and "lateral system construction costs"; requiring the State
to pay certain charges, fees, and assessments levied by the
locality in which the State building or facility is located;
providing that the State may connect to a public utility
system under certain circumstances; and generally relating
to water and sewer charges. and State use of public
utilities.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 78A - Public Works
54.
(A) (1) IN THIS SECTION, THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.
(2) "ANNUAL OPERATING COSTS" INCLUDE THE COST OF:
(I) PRODUCTION, TREATMENT, PUMPING, STORAGE,
TRANSMISSION, AND DISTRIBUTION OF WATER, AND REPAIR AND
MAINTENANCE OF EQUIPMENT ASSOCIATED WITH THESE FUNCTIONS;
(II) COLLECTION, TRANSMISSION, PUMPING, AND
TREATMENT OF WASTEWATER, AND REPAIR AND MAINTENANCE OF EQUIPMENT
ASSOCIATED WITH THESE FUNCTIONS;
(III) ADMINISTRATIVE OVERHEAD;
(IV) DEBT SERVICE;
(V) DEPRECIATION; AND

(VI) SERVICING CUSTOMER ACCOUNTS.
