AN ACT concerning
Procurement - Exemption
FOR the purpose of providing for the extension of an exemption
from certain provisions of law concerning the procurement
for human, cultural, social, and educational services;
providing that a certain ad hoc subcommittee shall submit
certain reports to the President of the Senate and the
Speaker of the House of Delegates; and requiring the
President of the Senate and the Speaker of the House to
distribute these reports to the appropriate committees of
the General Assembly.
BY repealing and reenacting, with amendments,
Chapter 141 of the Acts of the General Assembly of 1982

Preamble
WHEREAS, Chapter 141 of the Acts of the General Assembly of
1982 recognized a question as to the necessity and benefit of
processing human service agreements under Article 21 of the
Annotated Code of Maryland and Title 21 of COMAR; and
WHEREAS, Chapter 141 also recognized plans to establish an
ad hoc subcommittee to review and study this and related issues
and to make recommendations to the Board of Public Works and the
General Assembly; and
WHEREAS, To afford direction and some time for the proposed
subcommittee to act, Chapter 141 required certain departments to
adopt regulations concerning procurement of human, cultural,
social, and educational services by June 30, 1983; and
WHEREAS, To afford affected parties interim relief from
Article 21, and Title 21, Chapter 141 also provided that the
acquisition of human, cultural, social, and educational services
was not subject to Article 21 until June 30, 1983; and
WHEREAS, The planned ad hoc subcommittee has now been fully
organized, has proceeded with its review and study, and has
recommended that the time limits in § 2 of Chapter 141 be changed
to June 30, 1984, so that State departments that normally acquire
human, cultural, social, and educational services may develop
departmental acquisition plans in accordance with guidelines
developed by the subcommittee and may test these , plans in
acquiring services for fiscal year 1985; now, therefore,
