State for those mentally retarded individuals who are enrolled
properly in a day-care center.
(2) Funds that are needed to cover the cost of the
transportation to be provided under this subsection shall be
appropriated separately and in addition to the funds that are
appropriated to the Administration to cover this State's share of
the operating costs of the day-care centers.
(c)] The Administration may adopt rules and regulations to
carry out the provisions of this section. However, the rules and
regulations do not supersede:
(1) Any right or power of the State Social Services
Administration or any local department of social services; or
(2) Any right or power of the State Department of
Education or a county department of education.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

(Senate Bill 215)
AN ACT concerning
Creation of a State Debt - The City Temple of Baltimore
FOR the purpose of authorizing the creation of a State Debt in
the amount of $100,000, the proceeds to be used as a grant
to The City Temple of Baltimore for the purpose of
restoration and renovation of the exterior of The City
Temple of Baltimore; subject to the requirement that The
City Temple of Baltimore provide at least an equal and
matching fund of a certain kind for the same purpose by a
certain date; providing that certain easements be granted to
the Maryland Historical Trust; providing that no proceeds of
the loan or any of the matching funds may be used for
religious purposes; and providing generally for the issue
and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as The City Temple of Baltimore Loan of 1983 in
