(8) Fail to comply with § 4-249 or § 4-250 of this
subtitle by refusing to permit:
(i) An entry or inspection;
(ii) The taking of a sample; or
(iii) Access to or copying of any [record.]
RECORD;
(9) Remove or dispose of any article that is detained
or restricted under § 4-253 of this subtitle; or
(10) Forge, counterfeit, simulate, falsely represent,
or, without proper authority, use any mark, stamp, tag, label, or
other identifying symbol that is authorized or required by any
rule or regulation that is adopted under the provisions of the
Federal Act or of this subtitle.

(c) Except as otherwise provided in this [subsection,]
SECTION, a manufacturer may add to a soft drink:
(1) Additional fruit acid;
(2) Artificial coloring; or
(3) Any other harmless ingredient.
4-401.
[(o)] (P) "Milk [truck] tank TRUCK" means a [tank] TRUCK
and its equipment that are used to transport milk PRODUCTS.
[(p)] (K) "Milk [truck tank operator] HAULER" means an
individual who is in charge of a milk [truck] tank TRUCK while it
is receiving, transporting, or delivering milk.
(v) "Transfer station" means a place where milk is
transferred directly from a milk [truck] tank TRUCK to another
milk [truck] tank TRUCK for delivery to a milk plant.

(b) A permit is required to:
(5) Be a milk [truck tank operator] HAULER;
(c) A permit is not required for:
(2) A milk [truck tank operator] HAULER who receives
raw milk from outside the Departmental inspection area; or
