(II) The county commissioners of Harford and
Frederick counties shall also have the power to adopt a plumbing
code to regulate the construction of water, sewer, drainage, and
sanitary facilities with power to designate and employ the
necessary personnel to enforce the plumbing code and to provide
criminal penalties for violation thereof. In the event the
authority to adopt a plumbing code is exercised, the county
commissioners shall appoint an advisory plumbing board, with
four-year terms of office[, consisting]: 1.   IN HARFORD COUNTY, THE ADVISORY
PLUMBING BOARD SHALL CONSIST of a medical doctor, a plumber, and
one other person to assist in the drafting and promulgation of
the plumbing code and its enforcement; AND 2.   IN FREDERICK COUNTY, THE ADVISORY
PLUMBING BOARD SHALL CONSIST OF A PERSON DESIGNATED BY THE
FREDERICK COUNTY HEALTH OFFICER, A PLUMBER, AND ONE OTHER PERSON
TO ASSIST IN THE DRAFTING AND PROMULGATION OF THE PLUMBING CODE
AND ITS ENFORCEMENT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983. Approved April 12, 1983.
CHAPTER 38 (House Bill 594) AN ACT concerning Frederick County - Sewer and Water Charges FOR the purpose of altering the period of time after which
interest will be charged on front foot benefit assessments,
drainage assessments, water and sewer charges, and certain
other charges made by the Frederick County Board of
Commissioners; permitting the Board of Commissioners to set
the interest rate by resolution up to a certain rate; and
providing for certain sewer or water system charges on
certain persons who do not connect to certain water and
sewer systems after notice. BY repealing and reenacting, with amendments, The Public Local Laws of Frederick County Section 2-13-24 Article 11 - Public Local Laws of Maryland (1979 Edition and October 1982 Supplement, as amended)
