A person may not catch terrapin for commercial purposes
unless he first obtains a license from the Department. [The
license is valid for the year in which it is issued. The fee to
issue and renew the license is $5.] 4-906. A person may not catch conch for commercial purposes unless
the person first obtains a license from the Department. [The
license is valid for the year in which it is issued. The fee to
issue and renew the license is $5. A nonresident of the State may
not obtain a license to catch conch.] 4-1004. (a)   A person may not catch oysters or clams for commercial
purposes in the waters of the State unless he first obtains a
license. A person may catch up to 1 bushel each of oysters and
clams a day for his own use and consumption without a license, in
places and at times prescribed by rule or regulation of the
Department. [The licensing requirements of this subsection do not
apply to a person catching clams commercially by hydraulic dredge
that is licensed pursuant to subsection (c).] (b)  A person who has been a resident of the State for 12
months immediately preceding his application for a license may
obtain a license to catch oysters or clams in the waters of the
State. [(c) The fee for a license to catch oysters is $50. The fee
for a license to catch clams by hydraulic dredge is $100 for each
dredge operated. (d)  The Department shall forward every license fee received
pursuant to this section to the State Comptroller to be credited
to the Fisheries Research and Development Fund. (e)  A person over 64 years of age is not required to pay
the license fee required by this section in order to catch
oysters or clams. A person under 14 years of age is not required
to obtain a license to assist another licensee but any clams or
oysters he catches shall be included in the catch limit of the
licensee. (f)   The Department shall issue licenses pursuant to the
rules and regulations it prescribes. A temporary license may be
obtained from the clerk of the circuit court for the county in
which the person resides. Every applicant shall pay to the clerk
of the court the license fee specified in this section and, in
addition to this sum, 50 cents to the issuing clerk of the court.
The temporary license will be the carbon copy of the application
duly certified by the clerk and will be valid for a period of
fifteen (15) days from the date of application. The clerk shall
within forty-eight (48) hours forward the original copy of the
application to the Department of Natural Resources, which shall
