Maryland State Board of Contract Appeals
FOR the purpose of altering the length of the terms of office of
members of the Maryland State Board of Contract Appeals and
providing that the terms of the members shall be staggered
for certain periods beginning on February 1, 1984.
BY repealing and reenacting, with amendments,
Article 21 - Procurement
Section 7-202(b)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 21 - Procurement
7-202 .
(b) (1) The Appeals Board consists of three members, each
appointed by the Governor with the advice and consent of the
Senate.
(2) The members of the Appeals Board shall be
qualified to serve in a quasi-judicial capacity and shall have a
thorough knowledge of procurement practices and processes.
(3) Members initially appointed shall serve until
February 1, 1984. Thereafter, the members shall have [4-year] 5
YEAR terms. However, a member shall continue serving beyond his
term until the appointment and qualification of his successor.
THE TERMS OF THE MEMBERS ARE STAGGERED AS REQUIRED BY THE TERMS
PROVIDED FOR MEMBERS OF THE BOARD ON JULY 1, 1983 FEBRUARY 1,
1984.

(4) In the event of a vacancy on the Appeals Board,
the Governor shall appoint, with the advice and consent of the
Senate, a successor to serve the remainder of the unexpired term.
(5) A member of the Appeals Board may be removed for

time, receive the compensation provided for in the budget, and be
reimbursed for expenses under the standard State travel
regulations.

(7) The Appeals Board shall have such staff as is
provided for in the budget.
(8) The Governor shall designate one of the members
of the Appeals Board to serve as chairman.
